Query for SC

Hi Guys,
Can you please explain whether the subject is plural or singular here and which is the subject, the collateral or declining values for farm equipment. Please explain when do we use which? This question is from Verbal review Question No 16 pg no 236

Kundan,
If you find it difficult to understand the subject think a step ahead..its not the farm equipment and land that would force lenders to tighten/deny credit but the declining values. the subject here is "values" and hence plural.
