Q56 verbal supplement 2nd Ed

Please discuss why is B correct not C
Basically please explain the use of passive voice in this.

no need to explain the use of passive voice; we're not trying to find correct answers in SC, but rather to eliminate the wrong answers. C is wrong for exactly the reason the OG says it's wrong. can you explain further what you didn't get about the OG explanation so we can help you further?
