Thank you for writing in. While the GMAT score, particularly the quantitative one, may be a concern to the schools, the rest of your profile seems quite strong (although you did not discuss any community or college activity so I don't have a complete picture). You received good grades in a number of quantitative classes which should offset some of the concern, although since the courses were 9 years ago the school may question your current quantitative ability. If you have time to take the GMAT again before the deadlines and think you can increase your score, it will only strengthen your overall profile.
The GMAT will be less of an issue for Stern's Executive MBA program than for Columbia's full time program.
