more importantly--

if you try to assign "it" in these constructions, there may be negative effects on your judgment of all other pronouns!

normal pronouns aren't allowed to stand for "to + verb".
if you assign the "it" in this sentence to "to+verb", you may make the mistake of thinking that other pronouns can do the same thing.

Dear instructors:
I know in this sentence Choice A is incorrect.
However, doesn't the correct answer changes the meaning of the orginal sentence?
make possible "the raising of a variety of crops": the "raising" is functionable now
make it possible to raise a variety of crops: the "raising" is not workable now, but will work in the future.
I am not questioning the correct answer. I just want to clarify whether these two phrases have diffenent meaning

there's no real difference in meaning.
the version with "to raise" is better writing (it's less wordy / more efficient), but that's a style issue and is thus irrelevant to this exam.

more generally, there is absolutely nothing special or sacred about "the original meaning".

when it comes to meaning issues...
... sensible / realistic meanings are acceptable;
... nonsense / absurd / illogical / self-contradictory meanings are not acceptable.
end of story.

in fact, nothing AT ALL is sacred/"special" about choice A. if you swap it with one of the other choices, the correct answer will never change.
