Undergraduate GPA 3.8 and Area award,
I did an Executive MBA (Part Time) and finished with only 3.0 GPA in a top Business School in Latin America

Should be competitive for the PhD programs - what matters most to them is the GMAT and GPA (your part-time exec MBA grades shouldn't be an issue, as they will look at your undergrad scores more closely since you were a full-time student there). I believe PhD programs also like to see GRE scores, but that is something you will have to check with each individual school.

The key with PhD programs (aside from your numbers) is the recommendation letters - which you have to get from professors whom you worked with closely. They have to convince the adcom that you have the ability and mindset for a career in academia.

Good luck
