Participle or gerund??

Manhattan GMAT SC Third Edition Chapter 4, Q8

The answer to the above question was:

"We were dismayed to learn that our neighbours were untidy, disagreeable, and uninterested in making new friends"

The answer says "making" is a participle phrase. Shouldnt this be a gerund, since it is the object of the preposition "in" and also takes on an object "new friends"???

You are correct that "making" is a gerund, not a participle. However, the phrase here begins with the word "uninterested," which is in fact a participle. As such, this participle phrase is indeed parallel to the adjectives that precede it.

can't we leave 'to make' ?? is it necessary to go for ' in making'?

no. "uninterested to VERB" is not a correct idiom; the correct idiom is "uninterested in VERBing".
