78% is a FANTASTIC payoff!
The payoff calculates your performance on questions only when you go over the expected time. A well-above-50% stat means that area is a strength for you - you get even the harder ones right on which you have to go over on time.
By contrast, when you see payoff statistics at or below 50%, you realize that you have to just let those problems go, because you're not improving your performance on those problems AND you're hurting yourself elsewhere by no longer having enough time for all of the problems in the section.
Anyway, so how to use the data: if you find yourself on an extra-tough or extra-long SC or RC for which you need extra time, feel confident in using some extra time - like 15 to 30 seconds. But still don't go beyond 2 min for SC or beyond 3 min for RC (for the question itself, obviously, not reading + the question). And don't go over TOO much - you can't do this on every problem. So if you feel like you're almost there and only need 15-30 to finish up, use it. If you think it's going to need more time than that, guess and move on.
