somehow in this question, the correct option(in a different but similar version)

the "that" here plays the role as a subject of "create" but somehow refers to the "reaction," which is a object of the verb "induces"
Am i making mistakes about the structure of this sentence or the Subject grammatical rule?

the statements you've made here are correct. note that this problem is not some sort of weird exception to this rule.
as you pointed out yourself, the actual subject of the verb is the pronoun "that". this pronoun may
refer to "reaction", but it's a different word.
in fact, this is the whole point of using the pronoun in this kind of structure -- because the noun itself can't be used as the subject (for the reasons you've stated above). there are no such restrictions on the pronoun.
