That's a great question, as many people are motivated to buy used copies of books to save money.
The main drawback to buying used copies (and it's a big one) is that the code used to access online resources has been used in almost every case. In other words, you won't be able to access the question bank or the online tests that generally accompany each book.
You could buy separate access to the online resources, but that would likely defeat the purpose of buying used copies in terms of cost.
You can also buy one new book to receive access to the online tests, and then buy other used books. The only drawback here would be that you would not have access to the question banks that accompany each of the used books.
