Yes, reading speed can be a big problem on RC.
First, read this (literally, right now):

without all of the detail.
Then, you're learning how to answer *some* of the questions, but also how / when to guess on some - so, on a tough passage, you might decide to skip 1 or 2 of the questions and just go for the main idea question and a specific question about the 1st paragraph, which you sort of understood, but not the 3rd paragraph, which was way too hard.
If you are *ever* losing points at the end of the section on CR and SC simply because you are low on time due to extra time spent earlier in the section, learn to cut yourself off faster on the hardest questions so that you don't lose points at the end just due to speed and careless mistakes. Read the first article above again - and again! - until you internalize this. :)
