I'm sorry you had a disappointing test experience. Your quant score was at the top end of your practice range and your verbal was at the bottom end.
Question #1: did you do the essays when you took your practice tests? (A lot of people tell me they did take the test under official conditions, and then when I ask about the essays, they say, "Oh, I didn't think you meant those." :)
Question #2: did you have any timing problems on the test? Note: you may not be aware that you had timing problems - many people aren't. Here's how you can tell.

There are hundreds, if not thousands, of business schools in the world, so I can't give you a list of all of the ones that would be happy with a 650 score. Especially because the score itself will never get you in - your entire profile matters. And, finally, I'm not an admissions consultant; my area of expertise really is just the test itself. :)
You can do some research on your own. You could also pay an admissions consultant to help you decide, but that would be awfully expensive - I recommend researching on your own. Think about where geographically you'd like to be and start from there.
