Modifiers comma + VERB-ing MGMAT guide

Hi Team,

I was studying modifiers from SC guide and I didn't understand the below point.

COMMA + VERBing modifiers follow on from the tense of the main working verb to which they are attached.

Can you please explain this and the below example as well.


Running, in 1968, for mayor of Cleveland, , Carl Stokes won the election, proving that an African American candidate can be elected in a city in which African Americans constitute a minority of the population.

Is this sentence correct?

It sounds like you're purporting to quote from the SC guide. Can you please provide us a page number so we can check the quote?

And as for your example sentence, I can assure you that two consecutive commas are always incorrect in any sentence. :)
