Is it possible to get into a top 10 US mba at 38? Have a bachelors and masters in engineering and 10 years of IT consulting experience. Gmat score is 690(42Q,V)

Hi! Anything is really possible - many schools do let in a few candidates that with ages well above their median level. That being said, you would have to make a compelling case as for why this is the right time for you to get an MBA and why an MBA would matter in your career path.
