Perhaps the symbols are confusing you here. Question 14 is asking: "2 divided by 7 is equal to 2 multiplied by BLANK; what is BLANK?". Now, 2 divided by 7 is the fraction 2/7. So we can make an equation 2/7 = 2 x BLANK. The missing number BLANK is 1/7.
In the explanations it mentions the word "reciprocal", which just means "1 divided by a number". I.e. the reciprocal of 2 is 1/2, and the reciprocal of y is 1/y. So you can see that "divided by 7" is the same as "multiplied by 1/7", i.e "divided by x" is the same as "multiplied by the reciprocal of x".
