Maryland highways vehicles with radar detectors

People there is another link to this problem bt whn i tried to post out there, it sayed "Forum Locked". Hence I had to start a new thread.
I had shortlisted my answer to B and D.
Is D wrong because, it is explaining the paradox. How do i differentiate.
Since B is saying - Drivers who are ticketed for exceeding the speed limit are more likely to exceed the speed limit regularly than are drivers who are not ticketed.
AND thats why they are ticketed more than once. Which is what E is saying. I keep getting this ques wrong as i dnt understand the logic.
Pls help.

the post was locked because this is an OG problem that you are not allowed to post in our forums. OG is a banned source; it is illegal to post OG questions anywhere on the web. If you are in one of our classes, please ask OG questions during office hours or before/after class..

that said, this is a classic case of a logic gap problem, although the logic gap is very subtle. the premises were talking about getting tickets for speeding, but the conclusion talks about actually speeding. although it may seem like these match up, i can assure you that not all speeders get tickets, nor are all ticketed drivers actually speeding (i once brought my GPS to court to prove that i wasn't going the speed the officer said i was going). when you have a logic gap problem, the correct answer must connect the two topics; in this case we need an answer that connects getting a ticket to actually speeding. the correct answer does this, and no others do..
