"Even if X happened" implies nothing about the likelihood (or lack of likelihood) of "X".
Just think about any real-world statement that starts with those words, and you'll realize this.
E.g.,
Even if you call the number on the package, no one will answer the phone.
I'm not insinuating anything about how likely it is that you'll actually pick up the phone and call the number.
