Is TOEFL (Test of English as a Foriegn Language) required for citizens of India who are now permanent residents of USA?

There is a great deal of variation from school to school in terms of who needs to take the TOEFL. Some schools will require that anyone who completed their education abroad needs to take the TOEFL, others waive the TOEFL if you have a degree from an English speaking undergraduate institution, others review individuals on a case by case basis. In short, your best bet is to check with each school that you are applying to and proceed once you have the full picture from them.
