I believe it was locked for lack of a legit source for the OA. I can confirm that this is a GMATPrep problem as I encountered this problem on a practice test from the GMATPrep Exam Pack 1.

I am confused between A & B. It would be great to get an explanation from the experts.

The problem was locked because it was from the paid exam pack. Those problems are off-limits, just as the OG is off-limits, because of GMAC's copyright protection.
