Your question is a good one, but remember, there are no hard and fast rules when it comes to the GMAT. Schools provide data about their average/median GMAT scores, but they also have students at the low and high score ranges. They do not just automatically cut people off based on a score lower than x. The GMAT is just one component of your overall application, and must be considered in that light.
So, the answer is, it depends :) If you have a very strong profile outside of your GMAT, you may not need to retake it! That said, a higher GMAT always helps. A 650 is decent, but not high, so it might be to your advantage to retake if you think you can improve your score.
