"comma + __ing" is incorrect in that choice because ... it's incorrect. if you understand the basic template for how "comma + __ing" works, then you can just verify that choice D doesn't work that way.

Ron,

I understand comma+_ing as a modifier of agent of nearest action, which is "one percent of homes" in this question. Does it make any sense? or why it is wrong?

Thanks in advance.

remember that choice D is an incorrect answer. once that you know something is incorrect, there's really no point in dissecting it with painstaking precision.

in general, it's going to be nonsense to follow There is/are xxxx with a "comma + __ing" modifier, because the ACTION in that sentence is the mere existence of "xxxx". (There is/are/was/were xxxx is basically the same as "xxxx exists/existed".) there's no reasonable way for an __ing modifier to sensibly modify this "action".
