Guide 2: Algebra, Chapter 3: Exponents, Problem Set Q9

I've read the explanation to why m=n. But I don't quite understand it and am hoping someone can explain it to me in a different way. What role do the prime factors specifically play?

Also, if the exponents weren't integers, how would that affect the problem and thus the answers?
