I will take a crack at it...
I think there is just alot of 'fluff' in there from the test writer about equal angles, circles and radii (if that is even a real word)...
If you just block everything out besides triangle CAO then you can use the external angle rule.
Statement 1 tells us:
CAO + OCA = 60 degrees which is insufficient
Statement 2 tells us:
OCA = 40 degrees also insufficient
But taken together you get your answer... 20 degrees
Looks really simple to me and that probably means I am wrong, but it gets the discussion going!
