Since that was closer to progress, I tried S-V agreement based on progress. Although, on a second thought, it doesn't make sense for progress to decimate people. Though, now I understand that OA should be E but I was confused with the usage of that here. Shouldn't "that" be closer to devastation and enslavement? Is there a specific exception when it comes to restrictive modifiers to not touch the subject?
