GMAT PREP 1 Question - So Dogged were Frances Perkin's inves

So dogged were Frances Perkins’investigations of the garment industry, and her lobbying for wage and hour reform was persistent, Alfred E. Smith and Franklin D. Roosevelt recruited Perkins to work within the government, rather than as a social worker.

A. and her lobbying for wage and hour reform was persistent,
B. and lobbying for wage and hour reform was persistent, so that
C. her lobbying for wage and hour reform persistent, that

The OA is "E"

I chose C

I would like to ask two questions

a.Could you run me through the errors in other choices

B. I was confused with choice e because I felt that an and was required before the so persistent..., moreover is a comma before that perfectly placed?

The original sentence that includes the word AND:

As Dan says, I think they might have accidentally omitted the word and, but the other choices have other, larger errors.
