I'm sorry you had a rough experience your first time.
There's no way that we can tell who will or won't get a certain score. If we could, we'd be very rich. :)
You don't mention what score you did get, but you say that it was "pretty bad" and then mention that you want to get to 700 with "one month of intense quality preparation."
Someone who scored in the high 600s would have a chance of hitting 700 in one month (no guarantees of course). Someone who scored ~650 *might* have a shot of hitting 700 in one month, but might also need more time. Someone who scored ~600 or lower would almost certainly need more than one month.
I'm not 100% sure I understand your final question - are you asking whether the test-makers will give you a tougher exam the 2nd time because you didn't score well the firsr time? No, they won't. Are you asking whether you'll also find the GMAT hard the second time around? Yes, probably - but everyone finds the test hard. :) In fact, the better you score, the harder the test feels, typically!
