Geometry Guide - Circles and Cylinders chp.3 # 10

Grateful if someone could explain why the radius of the cylinder MUST equal HALF of the SMALLER of the 2 dimensions that form the box's bottom ? I have tried to figure it out but I really can't understand why it MUST be 1/2 of the SMALLER 2 dimensions.
