Foundation of gmat Verbal

i have a question about the CR on the foundation of GMAT Verbal book.
it is Question #6 chapter 11, Page 219.

i dont understand why "D" is the correct answer !!

this was my analysis :
- usage of pay ph dropped 90%
- mid & Upp use Cell ph More than Low
- city remove pay oh from Mid & Upp and keep at low

this will annoy few people.

i don't see how answer D strengthen the conclusion. how knowing that people would use the pay phone close home is going to help in this case ?
