^^ no, because "in California" describes the entire sentence "non-Hispanic Whites are officially a minority" (THIS is what is HAPPENING in California).

it doesn't make sense to interpret "in California" as a modifier of just the noun "minority", because that modifier is not changing or qualifying the actual notion of a minority -- it's saying WHERE a certain group is a minority.
