Flash Cards GEO #18 Question

Hi, I have a question about GEO question #18 from Flash Card.
If O is the center of the circle, and angles OPQ and OQP are different, does that mean either P or Q (or both) are not on the circumference of the circle?
(I realize that if I could paste a diagram, it would be easier for people to understand what I'm talking about, but I don't know how to do so - sorry.)
Please help! Thanks!
