Ellipses in SC

How do I decide when the ellipses rule applies and when not?

For example:

the site of an ancient civilization that flourished at the same time as the civilizations

OR

the site of an ancient civilization that flourished at the same time as DID the civilizations

One of the OG answer says that DID in he second sentence is understood. I am very much confused when it is understood and when GMAT will say I am comparing apples to oranges.
