EIV Guide - absolute values and ineqaulities

On pg 81 in the EIV guide, it says "When you drop the absolute value signs, you either leave the expression alone OR enclose the entire expression in parentheses and put a negative sign in front." How do you know which to do? I suppose you are supposed to consider both senarios, but I'm having a difficult time understanding how the making the expression negative is the absolute value.

Yes, you should consider both scenarios when solving an absolute inequality (or an equation). Please post a specific problem so your question can have some more focus and context. Thanks.
