is it possible if someone can explain problem 10 on page 149 of Quantitative Review book?

It's a tricky problem, the way it's worded. The trick is that we're told that there were 230 homes that were built "last year." The statements both tell us about all homes, not just those that were built last year. Were it not for that disconnect, B would be the correct answer. As such, however, the answer is E.
