in normal usage, "restrain" can be followed either ...
1/ by the person/thing doing something (If people want to steal the food, we won't really be able to restrain them),
... or ...
2/ by that thing itself (Your grandmother spent hours making this food, so you should try to restrain your disgust).

when this sentence mentions "attempts to restrain [the dollar]", that's #1 here.
