I was stuck with A & D options and the correct answer is C so, I need help understand A, C, D options.

Due to a sharp rise in the price of gasoline, commuters who drive to work in the center of the city are facing a large increase in transportation expenses that will limit the funds they have available to spend in other areas. In order to forestall a slowdown in the local economy, the city council has decided that fares on all forms of public transportation will be suspended for the next three months. Clearly, if commuters can get to work more cheaply, they will have more money left over to spend in other sectors of the economy, and the city’s finances on the whole will not be negatively affected by higher gasoline prices.

My reason of NOT C:
I struck off option C in the first go because the information given says "people would save from transportation costs would be able to spend in other sectors of economy & city's finances on the whole wouldn't be affected." => city finances/budgets' -ve impact is taken care of. So, why would we choose C if it is so clearly mentioned that it is taken care of here :( ?
My reason of A and D:
A: Service station people definitely would be impacted if they see fewer customers
B: People using public transport would surely see rush and delays, so this also sounds ok
