CR Confusion

Why in some situations, the answer choice that provides a comparison of some other industry, location, or situation is not a correct answer and the explanation is that the other "industry", " location" or "situation" is irrelevant. However, in other situations, the comparison of other industry, location, or situation is a correct answer.

It depends upon the specifics of each argument. I suggest that you post specific problem examples in the relevant Verbal folders in order to examine this issue further.

Do note one thing: in general, an example that is completely unrelated to the example in the argument is not going to be correct. Just because something happened in some other, unrelated city does not impact the city discussed in the argument. You would have to have some connection between the examples in order for the other city (or whatever it is) to be relevant.
