Chances at UCLA, Wharton, USC and Haas...

Hello, I have a 3.8 from undergrad business at top 25 school, GMAT 680.Q46, V38.. on the board of a non-profit and volunteer for non-partisan political organization, investment banking analyst at bulge-bracket for 2 years in NYC, 4 years of hedge fund experience as an analyst and then portfolio manager...Spent a lot of time on essays..

Applying Round 3 for all of the schools...

The relatively few spots remaining in Round 3 will work against you especially since there's a really good chance they have already sent a lot of admits to people with your comparable profile in Rounds 1 and 2. Had you applied in Rounds 1 or 2, I would say you would be in the mix. It's not impossible in Round 3, but you're rolling the dice.

Thanks for your response Alex. Does it make any difference if I submit the applications to Wharton, UCLA, USC, and Haas this weekend versus waiting until the absolute deadline in March? Will they look at application early and possibly give interview? I heard a lot of people wait until the end which hurts their chances..

I just retook GMAT a few days ago and got a 710 (q49, v38) so I am now above 80/80 split. Does this help?

It's not rolling admissions, which means that the adcom won't start reviewing applications until *after* the submission deadline. The apps are then collated, sorted and divvied up amongst the adcoms to review (and they aren't reviewed in the order they are received). So it makes no difference whether you submit it now or near the deadline.
