As for B&C, I am not so clear why they are false. The conclusion is that the number of individuals who engange in illegal downloading is limited, so the prosecution effect is minimal. But what if a small number of individuals engage in a large scale of illegal downloading? Is the impact still minimal ? Likewise, if a small number of individuals share music with other internet users, then the actual number of people illegal downloading will be larger. So is the impact still minimal?
