^^ sure, if it's connecting two whole sentences that are BOTH making NEGATIVE statements.

e.g., this is a correct sentence:
The vandals will not publicly take responsibility for their actions, nor will they willingly pay the cost of repairing the damage.

note that, INDIVIDUALLY, the 2 parts of this sentence are BOTH NEGATIVE STATEMENTS:
The vandals will not publicly take responsibility for their actions.
They will not willingly pay the cost of repairing the damage.


the "nor" is a valid way of connecting these 2 negative statements to each other.
