OA is D.

I understood (A)(B)(C) are unparallel, and I eliminated the (E) because of "which" make wrong modifier,so I have no choice to choose D.
However, I wonder why D is correct?
by concern......and by growing...
one is the none, and the other is adj, isn't it?

the parallel elements are "by concern" and "by fears".
"fears" is modified by the adjective "growing", but that is irrelevant; the inclusion of additional modifiers/adjectives/adverbs does not affect parallelism.

Between C and D , we eliminate C because of Raise vs Rise problem or is there some other deciding factor

That's one deciding issue. Another is the misplacement of the word both:

Both because it was X and Y (wrong)

Because it was both X and Y (correct)

yeah.

to clarify more specifically, in the following construction (and in other constructions like it)...
both ______ and ______
... whatever happens to be in the blanks must be parallel.

in the first example, the first blank is "because it was x", but the second blank is just "y". not parallel.

in the second example, the first blank is "x" and the second is "y". perfect.

If we choose D, that is the currency forces the central bank to..., However, it's the slides of the currency that force the central bank...

this ^^ is the EXACT purpose of the 'comma __ing' modifier.
this modifier exists specifically to express this precise kind of relationship—to talk specifically about the action, not just the subject.


I dropped the bags onto the floor, scaring the dogs.
--> the 'comma __ing' modifier implies:
• i did not directly scare the dogs.
• my action of dropping the bags, though, did scare them.
