Hello Ron, Experts,
I hope you guys are doing good.
We know that constructions such as and also, but instead etc are fine.
Is and instead also a thing?
For instance,
bank decided to postpone the plan and instead proposed steps to retain the existing customers.

Two questions:

(1) Have you ever seen it used in the correct answer of a legitimate question? If not, you have no reason to know for sure that it is a thing.

(2) Have you ever seen it used in the incorrect answer of a legitimate question where that was given as a reason the answer was incorrect? If not, you have no reason to know for sure that it is not a thing.

If the answer to both (1) and (2) is NO, then there is no point in worrying about it.

before asking questions like this, you should just "do your homework" -- i.e., look through official problems, and note whether you see the construction(s) in question.

if you just flip through your 2016 OG, you'll see that this exact thing appears in the correct answer to problem #44. that settles the issue.
