A Prep question

Unlike many United States cities, where a river is no longer the focal point of urban life, the river in San Antonio winds through the middle of the business district, and the River Walk, or Paseo del Rio, is the city's most popular attraction.

A Unlike many United States cities, where a river is no longer the focal point of urban life, the river in San Antonio
B Unlike the river in many cities in the United States, which is no longer the focal point of urban life, in San Antonio the river
C Today the river in many cities in the United States is no longer the focal point of urban life, unlike San Antonio, where it
D In few United States cities today, a river is the focal point of urban life, but the river in San Antonio
E No longer do many cities in the United States have a river as the focal point of urban life, but in San Antonio the river

My question is: why D is incorrect?
The OA is E, but I feel it is awkward.

Please help.

What strikes you as awkward about E? Share a little bit of how you reasoned through this problem.

First, this is a comparison. Consider the items under comparison.
A Unlike many United States cities, where a river is no longer the focal point of urban life, the river in San Antonio
B Unlike the river in many cities in the United States, which is no longer the focal point of urban life, in San Antonio the river
C Today the river in many cities in the United States is no longer the focal point of urban life, unlike San Antonio, where it
D In few United States cities today, a river is the focal point of urban life, but the river in San Antonio
E No longer do many cities in the United States have a river as the focal point of urban life, but in San Antonio the river

A/C have bad comparison, kill

sencond, we can find the which modifier refers to the US, but it intended to refer to "river". Kill.

Now, we have D E
D changes the meaning. This sentence has completely gotten rid of any reference to the concept of 'no longer'. while all the other sentences say that things have changed, this sentence presents the situation as if it's always been that way. Kill

E can be rewrite to that" Many cities in the US no longer have a river as the focal point of urban life, but in San Antonio the river".

Could not get D.
I think today indicates that the things have never been this way.
What am i missing on this one?

Also, i think, in San antonio the river winds in E is more appropriate than river in San antonio winds. Is it a thing or red herring? does it work both way?
