I could not understand the use of 'as' in the sentence.
What does the clause 'as was the case with most genetically modified crops' mean?

In Foundation of GMAT verbal chapter 7 the NOT ____ BUT____ parallellism is mismatched and verb(is vs derives) takes precedence over Not X but Y parallellism.

The agency is not a fully independent entity but instead derives its authority from congress
Not (noun) but (verb)
What am i missing here?

two things there.

1/
the word "but" is a parallel marker by itself.
I only read half the book, but I know the whole story.
[i]I am not an expert but can answer your questions.[/b]

note the structure of the second sentence here. the word 'not' is in there, but the only parallel marker is 'but'.

2/
i'm not sure what sort of structure you were expecting, but here it's impossible to make a 'not+X but+Y' construction with the verbs as 'X' and 'Y'. you can't write "The agency not is an xxxx...")
