60 point drop from GMAT 1 to GMAT 2... advice needed

Well, I took the GMAT again and got a 560 this time (it was 630 last time). It felt like a major punch to the gut. I had spent at 15-30 hours per week preparing between exam 1 and exam 2. A 60 point drop wasn't exactly what I had in mind as an outcome of 100+ hours of work.

Here are the scores I've had:

CAT#1: 520
CAT#2: 520
CAT#3: 580
CAT#4: 600
EXAM #1: 630
CAT#5: 660
CAT#6: 630
CAT#7: 690 (this was a free one from another prep company)
EXAM #2: 560

On CATs and the real exam I've scored between the 60th and 95th percentile in Verbal and between the 30th and 55th percentile in Quant. On this most recent exam I believe it was 70 Verbal/30 Quant.

At this point I'm trying to decide whether I should apply with my first score (which I'm not really happy with and is not in the 80% range of any of the schools I'm applying to), take the GMAT again (which would mean investing more time and money into this darn test!), or not apply to business school.

What do you all think? Does Manhattan GMAT offer a second Post Exam Assessment after taking the exam a second time?

I feel that a score of 30 in quant shows that you have gaps in knowledge in the test material. The Manhattan Gmat Guides on Quant helped me a lot. There are also quite a number of tricks and formulas that are useful in there.
