I think I'm missing something. I got Q14 correct, but through a length plug a chug process which just about cost me the last game in this section. Why is it we know P is last if L isn't?

This question took more time that it should've, can someone walk me through the process?

I'm not sure how to approach this question. I set up a new board with the condition but I'm at a loss as to how to go about making the appropriate inferences to eliminate answers.
