First thing I'll say without even looking at this question in particular is that for strengthen and weaken questions, they always ask which MOST strengthens or MOST weakens. Therefore, sometimes your task isn't just to figure out what weakens, but which one weakens more than the other answer choice...

I just think (B) is the least worse answer that doesn't strengthen...cuz I don't think its reasonable to infer from (B) that replacing crops with SEED not crop (which we might not even get it to grow until the next season) makes us put a stake on the ground that it doesn't devastate the food supply....

I feel like (B) isn't completely out of the ballpark. If the answer was reversed, that criminals were MORE likely to receive therapy in prison than out of prison, the argument would be weakened as remaining silent, most of the time, would not leaves the client out of prison. I crossed out (A) bc I was strictly sticking to the passage where it said "sociological/psychological" data not just any data...(I came to distinguish the two as the passage seem to classify s/p data as nonlegal materials from all other data)..what am I dong wrong here...
