I wanted to clarify the support for answer (C), if someone could help me out.

I can see how the latter part of the answer is supported, "[the Cherokee Council] was able to set some policies affecting the activities of White people living in tribal area." L45-49.

But for the first part, "Though it did not have complete autonomy in governing the Cherokee nation..." Is this referring to how the U.S. gov't was imposing control over the tribes with missionaries?

During timed practice, I had read it as who within the Cherokee Nation is in charge if not the council, which threw me since we don't have any evidence of any other governing bodies within the tribe.

You're exactly right.

As I just read the passage and did Q17 in order to answer this post, I had the exact same train of thought.

We use the keywords in the question stem to locate "Cherokee council" in 44-49.

Most of the answers are just WAY out of scope. (D) looks good except that first part, which is grabbing support from line 10-14.

We know that the Cherokee council didn't have full autonomy because line 10-14 tells us that Cherokees didn't have full economic and political autonomy at this point in 1820.

Great work going with the best answer in realtime and then coming back later to figure out how LSAT was intending to prove/support it.

=== other answers ===
(A) "democratically" is out of scope and "entire" is extreme

(B) "In order to ___ it had to be ___" is extreme. "Unanimous" is extreme. The voting policies are out of scope.

(C) "dominated" is extreme. "Override" is out of scope.

(E) the specific way the proportions of membership in the council were chosen is way out of scope.

And of course, lovably, the correct answer has a soft claim: "it did not have COMPLETE autonomy", "it was able to set SOME policies"

D says " Cherokee nation". I thought D is wrong because Cherokee is a tribe, not a nation.

When I saw the question stem, I did not remember having seen "the Cherokee council" in the passage at all...In this kind of situation, is it recommended that I do not panic but keep on reading the answer choices for more clues, or should I quickly scan the passage for the keyword "Cherokee council?"
