The criteria for tagging questions in MGMAT cats

Hi,
Can I know the criteria Manhattan GMAT follows in taging a question in MGMAT cat in the range of 700-800 or 600-700. I have taken two MGMAT cats and I found at most the taging is appropriate but few questions at 700-800 appeared to be easy,while few questions at 600-700 appeared difficult.
